Subscription foundation

The subscription catalog, entitlements, usage quotes, credit ledger, and account billing surfaces ship with v1.0. Checkout is available only when a deployment has complete billing configuration; incomplete configuration keeps every purchase control unavailable.

Provider-backed generation likewise activates only when the required deployment configuration is present. Unavailable or failed submissions are reported clearly, and a failed generation does not consume credits.
